This is good. You wrote that he is full of shit, but you still want to be with him. I'm not quite sure why but only you will understand it.
To answer your question about asking him out, I say just ask him if he wants to go to a movie. Not really asking him out, but more of asking him to hang out. See how things go. I prefer a scary movie so you can cuddle up with him and see if you feel safe in his arms. It's your decision.
